Alexander Hamilton -
He was the one who wanted to assume the national debt incurred by the states during the revolutionary war. He wanted a permanent state of "national debt" with new bonds being issued when older ones came due with no intention of ever really paying them off...in other words, funding the debt.
He also wanted to create a national bank to centralize the financial under the control of the new government.
I realize its a stretch to go from Hamilton to today's disaster but he fo sho laid the foundation.

Let's not forget Andrew Jackson who vetoed the first attempt for a National Bank which in turn resulted in a serious Depression.
